In my experience, the solution is to fill up with petrol anyway, then be surly and rude to the staff in the petrol station until they get fed up and take something from you to use as a desposit (a watch, for instance - it works best if the watch looks expensive but is in fact worthless) in the hope that you'll come back one day to pay.
